The 7th National Congress on Good Citizenship, themed “Forming the Youth into Good Citizens,” was held last December 8, 2012 at the Commission on Higher Education. Organized by the Philippine Society for Public Administration, the Good Citizenship Movement (GCM) and the Bagong Lumad Artists Foundation Inc. (BLAFI), the congress was attended by educators from different parts of the country.

The congress’ aim was to contribute to the enrichment of  educators with materials and experience to lead the youth to contemplate, articulate and operationalize core Filipino values enshrined in the Preamble of the Philippine Constitution.

Among the congress’ plenary speakers were former Senator Nene Pimentel, former UP President and now Kalayaan College President Dr. Jose Abueva, Representatives Juliet Cortuna and Mariano Piamonte of the A-Teacher Party List, Undersecretary Austere Panadero of the DILG and Gawad Kalinga founder Tony Meloto.

After the plenary speakers’ discussion on the role and importance of values in nation-building, civil service, decision-making and legislation, a series of lectures on good citizenship, youth empowerment, social justice and the Anti Red Tape Act followed. Mr. Tony Roldan of HRD Philippines, Ms. Pauline Bautista of BLAFI, Sr. Sandra Clemente of the GCM, Ms. Maricel Fernandez of UP-NCPAG and Ms. Lizan Perante-Calina of the House of Representatives led the discourse during the second part of the program.
